− Such a law will be adopted in our country for the first time. Tell us what was discussed in Moscow?
− In Russia there is no legislation that would regulate the situation with the animals, not only domestic but also topalovski, circus, official. But our attitude to animals is the litmus test for society. We have a whole bunch of problems: there are no regulations, no responsibility for the fact that animals are treated improperly, with the exception of articles in the Criminal code, which is used extremely rarely.
Attempts to enact such a law have been made repeatedly. He has passed all three readings in the State Duma in 1999. In 2000 it was approved by the Federation Council, but in the same year, it was vetoed by the President. Perhaps, it seemed that the law was insufficiently developed. After a long break of almost 11 years in 2011, a new draft law “About responsible treatment of animals” passed its first reading in Godomey was again postponed indefinitely. In November last year the Public chamber appealed to the state Duma with the request to accelerate adoption of the law. I think this was a round table.
− How this law could affect the situation in the Kaliningrad region?
− Not everywhere there are regional laws. We don’t have one, although attempts to develop and adopt have been made repeatedly. Now, as far as I know, in Kaliningrad there is a single normative document − regulations for keeping of Pets, which also relates to all necessary aspects. Moreover, we do not have any punishment for violation of these rules. Max, what do the employees of the municipality, the police, and carry out explanatory work.
Comes to the absurd: in the Administrative code there are no provisions which would provide for penalties for improper keeping of animals. In Moscow it was announced that now will be amended to the Administrative code, which will provide responsibility for improper maintenance of animals. By the way, the new Federal law there is no concept of “Pets”, there is the concept of “Pets”. I expressed my opinion on the interpretations. In the end, the draft law contains an open list of animals that can be considered companions. For example, they can be non-poisonous reptiles and amphibians. This is too broad interpretation, because the number of these animals can be, and will be a wholly-owned animals listed in the Red book or protected by international Convention. Allowing you to legally keep these animals, we in fact will support a black market trade in them.
Very difficult situation with the regulatory framework of the content of zoo and circus animals. My deeply personal opinion – it is necessary at the legislative level to ban keeping animals for Photography and travelling menageries. It is not even last century, it’s just the middle Ages.

− Tell us more about the amendments to the Administrative code, namely article regarding the walking of animals.
− It is suggested to complement the article “Violation of rules for keeping dogs and cats”. Many other companion animals, but the good thing is at least the first step.
So, violation of rules for keeping dogs and cats in cities and other settlements shall entail a warning or imposition of penalty from 500 to 1 000 roubles, for officials – from 1 000 to 3 000 rubles. For damage to health or property, if it is not itself a criminal punishment, a fine from 3 000 to 5 000 rubles, for officials – from 5 000 to 10 000.
Of course, the fines defined in this project, the legislator, is laughable. Maybe later steps will become tougher.
− As in other countries come out and address the issues of animal welfare?
− In many developed countries, Pets very strictly regulated, mandatory registration and chipping. In the draft of the Federal law, this provision, unfortunately, remains optional − except dog fighting parody. They are required to register and be microchipped. In my opinion and in the opinion of the representatives of animal protection organizations, registration and chipping should be mandatory. First, this allows you to quickly find the owner of a lost animal, and secondly, if the animal is thrown on the street, you can quickly find the owner and bring him to justice. Indeed, the majority of stray animals on our streets is discarded Pets and their offspring. People should be held accountable, and in European countries the fines are very serious, and punishment up to imprisonment.
